Summary of the House Committee Version of the Bill

HCS SB 237 -- ADMINISTRATIVE ADJUDICATION OF CODE VIOLATIONS IN
KANSAS CITY

SPONSOR:  Shields (Curls)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government by a vote of 12 to 0.

This substitute allows the City of Kansas City to establish an
administrative system for adjudicating parking and other civil,
nonmoving municipal code violations.  Currently, only the City of
St. Louis is allowed to establish a system.

FISCAL NOTE:  No impact on state funds in FY 2008, FY 2009, and
FY 2010.

PROPONENTS:  Supporters say that the bill will allow for the
easier and smoother disposition of code violations in Kansas City
as St. Louis has experienced under its administrative
adjudication system.  Easier enforcement of code violations will
be a tremendous benefit to neighborhood associations.

Testifying for the bill were Representative Pratt for Senator
Shields; City of Kansas City; Linda K. Jones, Kansas City Church
Community Organization and St. Luke's United Methodist Church;
and Betsy Blake.

OPPONENTS:  There was no opposition voiced to the committee.
